Make sure you have fresh breath, and are comfortable in your surroundings and with the people you are with.

   Greet them by giving them a hug, or shaking their hand, or whatever you are comfortable and/or ready for.

   You will know if they like you too if you look from their eyes to their lips a couple of times, and if they do the same BOOM you're in! They like you back!

   Most people are nervous about making the first move, and it's difficult for both genders, but one of you has got to do it, so if you're brave enough, take the lead! You never know, your partner may like it, and it may effectively turn them on. Be careful though, and always stay safe! ( using condoms if you wanna go that far )
